There's some talk that replacing the LM2901n quad comparator is the next step for shotgun approach if replacing the electrolytic caps doesn't fix. This helped at least one person with a surging issue on their amp.
from the manual: “If the TACH wire is not 'hooked-up', the cruise control will function; however the TACH over-rev safety feature will be inactive.” It seems people leave it floating?
